im not sure but i do know that they sure as heck dont cost sixty bucks to make, so im guessing they make about 20 bucks a copy.

I would assume it's an initial salary payment and possibly a sort of comission on how many titles are sold throughout the games career. Maybe even some royalties.

Ok here's the breakdown from OXM December 07' issue.
$12 is the Retailer Cut.
$12 Licensing and Manufacturing.
$7 Marketing.
$20 Development Costs.
$9 Publisher Overhead.
Add it all up and that comes to the $60 that we pay.
